The only way it could have happened due to the equifax hack is if he used it to buy services from equifax. The credit reports themselves don't have enough information to compromise full card details. However their card database of customers who ourchased things such as credit monitoring etc was hacked in the breech.
Uber released a statement the other day that they had a data breech which they kept secret for over a year.

That only took almost 5 years.

I have those stored in my phone. It is easy to unlock them if you need to finance something. It is VERY unnerving giving all my info to someone who barely speaks English, but I guess it is who works at these places.
