I would say they would follow up pretty quick with it when someone tags 2 bucks. A couple seasons ago when they did away with the antlerless In Knox my uncle had bought one of the 15$tags and shot a doe. Before I could tell him he couldn't use it where we were he already tagged it in. I had him call the gw and he said he seen in the computer where it's highlighted for being checked in wrong. but he let him off because it was an honest mistake and he called to correct it.
 
What's so complicated about an EITHER-SEX tag? Lol.

Because most people don't read the book for the regulations. They buy a couple of tags that say either sex and they think they can kill 2 buck. Not saying it is hard, but it is for people that don't ready everything especially when they are new to the state. Like I said when I started researching hunting in Ohio, I at first thought that you could take 2 buck. It took some reading before I found where it said 1 per year. This was a good while before I ever went hunting or purchased a license.

I think the confusion comes in with allowing the purchase and use of multiple either sex tags. The tag itself infers you can use them for either sex. Then buried in the regs it says only one may be antlered. It would be very easy to only allow the purchase of one either sex tag per year then antlerless only or antlerless reduction tags after that.

Or just split it like any other state I have hunted. You have a buck tag and you have antlerless tags. If it were just split, there would be no grey area of "I didn't read that far in the Regs".

Again, I don't think it's an out for anyone, but can easily see where one could get the impression.

While at it, I'd love to see tags sold by county to truly understand harvest per hunter.

Ohio has never allowed a hunter to kill more than one buck and never will. It's actually one of the things they got right! Common sense would tell you if every hunter were aloud to kill 2-3 bucks a year there wouldn't be any left for the future.

Common sense would also say that about does...but how many of us fell for that in the hay days?

Sometimes you read the regs wrong. Either sex. Early season antlerless. Even when one knows it is ONLY one buck, this can get screwed up. I screwed it up one year. I knew you could take 2 early antlerless. I knew you could use your either sex for buck or doe. The part I missed. . . . IF you shot an early season antlerless, your either sex permit does NOT count as early season antlerless. ONLY the specific early antlerless tags counted as early antlerless. If you used your "either sex" permit for a doe it doesn't count as an "early antlerless". Therefore if you use the only 2 either sex tags for does: NO more buck hunting for Philly. I called my WO and he met me to discuss it. His response was "I see where you took it that way. I feel bad for your situation. You are out of luck."

My point being, even someone who reads the regs and is of average intelligence can get screwed up. I'm not going to bash these guys who misread things. Were it not for the sheer amount of time I spend on this hunting forum, I may very well misread regs too. The guys on this site are generally a step above the rest of the hunting population in regards to knowledge/education. I can see how the guy that hunts a few days or a week out of the year can screw it up if he/she doesn't read the regulations closely.

Seriously though they put out a rules and and regs book for a reason and it is pretty simple to understand,always says somewhere in there No hunter may take more than one antlered buck per year regardless of weapon.
I read the reg book every year front to back cause ya never know what changes their are from yr to yr and i guarantee somewhere in there it's gonna say only one antlered buck per yr.
Not reading the book or part of it is no excuse.

While I believe the ODNR could make it easier, if the book is read it makes sense.

I was at a gun raffle and drink heavily and a friend of my father in law swears up and down that Ohio releases coyotes, snakes and cougars. I fuggin argued with him until I couldnt see straight. Somethings I dont typically do when I am sober, he is one of those guys.

I just read a post last night that the town we live in imported coyotes to reduce feral cats lmao....

They walk amongst us lol

Not excusing it, but can see how the ability to purchase more than one "either sex" tag could allow one to come to the wrong conclusion - if they don't read the entire regulation.

This. People are doing it all the time, or at least thinking they can. I've heard this from more than a few folks, even those who should know better.

Look at how many questions about regs get posted here. People are either too lazy to find the answer or ask around until the get the answer they want....even if it's wrong.
