The bill (H.R.1022) was introduced in the House on February 13, 2011 by Rep. Michelle Bachmann(R-MN). The measure would instate for ten years criminal provisions banning compound and recurve bows with a draw length over 25 lbs., and crossbows over 40 lbs. It would also include a provision banning sights than can be used for aiming at targets at a distance of over 50 yards. It would finally prohibit the transfer of existing weapons to new owners.
The bill would direct the Attorney General (AG) to establish and maintain a record of the make, model, and date of manufacture of any existing weapon in circulation whether or not it has been used in relation to a crime, no matter the nature and circumstances of the crime involved. Also, the AG would be required to annually submit the record to Congress and make it available to the public. In addition, the measure would similarly prohibit the transfer of any sights that meet the said provisions in the law, as well as the importation of devices that match this description.
Not surprisingly, there is opposition to this. President Obama came out against the measure, calling it "Unnecessary" and saying "We have more important issues to address at this time, and this is not really a problem America is facing." Surprisingly, presidential candidates Newt Gingrich, Mitch Daniels and Donald Trump seem to support Bachmann, however have not come out with a public statement as of yet.
