No they are mostly looking to maximize bang for their buck. If they spot four or more guys in a group they radio it down to the game warden so he can come check all of you at once. Way more efficient than him driving around trying to spot and check one or two peoplw here and there.

Seems like an expensive way too check licenses....
Quantity. If the eye in the sky can keep the warden going from group to group, its way more efficient than the warden driving around locating and checking singles or doubles. A cesna burns about 6 gallons an hour at 110 mph. So roughly 18 mpg. No worse than a f-150 and it covers way more ground with better spotting abilities.

Plane spots a group of 4+ guys doing drives etc. Radios the location to the warden on the ground who drives over to check them all. While he's checking and writing citations the plane flies concentric circles looking for the next closest group. Soon as the warden is done he goes to the next group.

Ever buy parts for those little sinkholes???
Still a very costly adventure above and beyond fuel....
not sure if the state owns or rents, but the hourly cost for a small single engine you better be citing numerous per hour to break even....
